Windows 2003 server is not a supported OS for Cisc oWorks LMS 2.2. (It will be supported for the next major release - late this year.) See http://www.cisco.com/univercd/cc/td/doc/product/rtrmgmt/cw2000/cw2000_b/lms/lmsmar03/lms22qn.htm#10157 for the current supported Windows OS versions.
CiscoWorks uses embedded runtime dbs, one for RME and one for ANI (used by Campus Manager). I believe they are based on the Sybase SQL ANywhere 7.0.3 db. (I know the RME one is, I think the ANI one does also.)
