CNR DHCP Leases

Does anyone know how CNR decides what addresses to lease out to new clients?? Reason I ask is because I have a /24 network setup with a range of .50 - .254 and one of my new devices received an address of .235 in a network of no more than 20 nodes.

Does CNR start from the highest address and go down??

I am using CNR 5.5.5.

It is supposed to lease the IP addresses in the ascending order. May be there is some setting which is forcing it to lease from a particular number onwards. You may verify your CNR settings with the following document:
