I doubt if this is possible. You can only have either "ip address dhcp" OR "ip add x.x.x.x" command at any time, but not both.
If you have a switch with vlan capabilities on the outside, you could probably configure two sub interfaces on the ethernet port of the router and put them in two vlans say 10 and 20. One can be configured with IP address DHCP and the other can be configured with IP address . But if you are having connection to only one ISP (say a DSL modem), this solution will not work very well.
