I have seen errors like this when I was doing a copy and had mis-spelled or somehow changed the name of the destination.
Can you try it again being very careful about names and spelling. If it still does not work can you cut and paste the exact command you entered and the response from the 6513. Also would you post the output of show version.

Can you do a "sh filesystems" and "dir nvram:" and post it?

Also if you do a "wr mem" after the "dir nvram:" above then another "dir nvram:" post these.
so
1. dir nvram:
2. wr mem
3. dir nvram:
