Currently the WAN consists of 4 main(core) sites SANDTON, CPT, DURBAN and PE. Below is a drawing of the core of the network. The problem is that if the SANDTON-DURBAN or SANDTON-CPT links fail then the SANDTON-PE link is over utilized. During normal operation there is no or there is a very little traffic on the DURBAN – PE and CPT – PE link. The routing protocol is ospf. Will I be able to create ECMP on this network structure or does it rely on the number of hops.

I think it should be possible to configure the equal cost multiple path in OSPF, but you have to make the proper structure of the topology.There are lot of features in cisco like traffic shaping, you can use this feature to reduce the traffic in any flow.
