To enable the http server and to put an IP you must connect to the management port. The switch router has two management ports: a console serial port and an auxiliary port. The http server can be enabled by connecting to the console and entering the command 'Ip http server'.
The ping reachability problem might most likely be due to physical connectivity problem or due to the routing information not being learnt. Verify that:
1) The router has learnt the route to the destination
2) The status of the interface is UP and UP (sh ip int brie)
3) Make sure that the cabling is correct
