Hello!
This is the second or third time I have experienced this from a Cisco router or switch. It is not uncommon as I have found other posts on the web of exactly the same thing occurring. What I am referring to in the reoccurring event I have experienced and now am experiencing on my Cisco WS-3550 -48-EMI Later 3 Switch.
So, when I am consoled into this switch and am entering commands in the CLI, I get, like i mentioned, gibberish. This makes it nearly impossible to enter my passwords in order to gain privileged access (or even to log in for that matter).
What I have tried is:
1. Consoling from a different PC in order to rule out misc. physical layer issues like cables and PC hardware, etc.
2. I couldn't find the exact password recovery mode instructions for the 3550, but the ones for the 2950 seemed to work - up until it failed at the end. It did not reset the to defaults as evidenced by the unchanged hostname. Maybe someone has the PW Recovery instructions for the 3550 switch so I can verify the correct steps to do this?
The last time I did the password recovery, I could only get to here because with the garbled keyboard inputs, commands like 'copy flash:config.text system:running-config' is nearly impossible. So I managed to 'reset'.

Next, I tried changing Baud speeds to nearly every speed I could find, nothing worked.
I looked for driver and firmware updates, but is nearly impossible to flash the bios without a working keyboard.
I thought about xmodem or telnet into the switch and update the firmware, bios, and drivers, but I am very new at this and am leary to try. I would need specific step by step instructions. Even details on what all the tera term, xmodem etc. setting need to be.
I use putty, but the word on the internet is you can't use it for telnet.
Like I mentioned before, this is something that seems to reoccur in different models of switches. I have seen it before, but this time can't even do password recovery because I cannot type in the switch commands because they look something like this:
switch: (78 2# 12
Even the space bar and enter key enter in strange characters.
My Cisco instructor said he has never heard of this before and I should just call Cisco for help, can someone please help me?

Well, I am guessing that I am on the wrong forum and over the last 7 days I have kept at it, trying various different things on this 3550.
What worked? Not 100% sure, but I did remove the switch from the rack in order to eliminate any possible interference from the 2821 router and case fan. I used an old laptop with vista running on it and removed the quad console cables. I replaced the quads with a single serial to usb adapter, putty'd in and no gibberish! Yeah me.
FYI - In researching what to do in this instance, there isn't a lot of SOLVED hits on google (other than to change the baud rate).
The MORAL to the story?
~Always remember to thoroughly check your Layer1 environment by eliminating all possible factors.
