I am having trouble connecting to my 1603-R router w/ my console cable via Hyperterminal private edition. The router is functioning properly as far as I know. I connect my console cable to the COM port of my laptop, connect the other end to the console port of the router, start hyperterminal, configure it via these directions:

and all i get is a flashing cursor. i cannot type any commands or get any response from the router. Any help would be greatly appreciated.

If you can telnet to the router you can execute in user mode the command show line 0 (which will show the console). Post the output of that command and it will help show whether the console has EXEC running or not.

does that require getting past the password prompt? because as of now, thats as far as i can get. if it does not, what do i type to execute that command?

I thought that you meant that the enable password was lost. Are you saying that you do not know the login password (to user mode) on the router?
If you can telnet and get to user mode type this command "show line 0" and post the output.

When you use the concole cable to connect any router or switch via your conmputer using the Hyperterminal program, you need to carefully check the following setting should be as same as in your initial seting using the terminal program.
The speed of the transmition should be 9600kbps and there is non-priority bit and non any flow-control
