HELP QoS

I want to deploy QoS on a WAN with 7140, 7206, 2651 and 2621 routers. I have read a lot about QoS on this site.

I would like to know what steps a have to take to deploy QoS on the network.

And what I need for each step (software, hardware, knowledge)

Is there anyone who can help me?
