I have a 3700 series and I want to take incomming packets on port 0/0 and forward them outbound through port 0/1. I thought this would be considered tcp/ip forwarding or port bridging but I can't find any guidence in my "cisco field manual: router configureation" book on how to do this.

If you requirement is to force packets coming in one interface out the other while still maintaining your default routing behavior then you need to configure policy routing. The following link explains how to implement this in Cisco IOS:
If you want further clarification search this forum for policy routing and you should come up with tonnes of examples.
