Why do you need so many vlans ? XLs can't do more than 256 vlans in their database and can run only 64 SPT instances. You would need layer3 module in the cat4000 to do the routing. Make sure that many vlan routing is supported on that module. I would definetly reconsider going for that many vlans (600). Open a TAC case if you need help.
