IE Circumventing ACL??

Hi,

I have blocked a certain proxy address on the local lan. It works well if I am simply trying to ping it or traceroute to it. However, I discovered that IE is still getting through to the rouge proxy address...anyone has any idea what is happening?

user->Cat4004 switch->router with ACL->NAT->cat4004->uplink to internet
