Incoming voice call not preempting bonded channels

We have users with Ascend Pipeline p75 ISDN boxes coming into an AS5300. We can bring up both channels for transferring data, but an incoming voice call will not preempt either of the channels. We have crawled through the Pipeline config and believe the problem lies on the Cisco side. Any ideas which commands on either device will allow voice to take priority?
