I was told Cisco has tutorials of some nature on their WEB site for beginners to learn IOS. Can anyone tell me where they are assuming they exist?

It depends what do you want to learn. Cisco has everything on its website which can make you master in all technology.

A very basic link about the fundamentals.
Have a look at this link
Now this link is a "sea". You will see many drop downs and from any drops down like switches or IOS selected the option and it will open some other pages with different IOS and sleect any IOS and read the docs.
Truely speaking www.cisco.com/univercd is the link which will make you master if you read it and try to implement it.
