IP ARP throttled out & creating incomplete entry ?

I have the following output from a debug arp:

Nov 19 12:05:25.509: IP ARP: creating incomplete entry for IP address: 10.1.3.43 interface

Vlan300

Nov 19 12:05:25.509: IP ARP: sent req src 10.1.3.3 000d.6649.bffc, dst 10.1.3.43

0000.0000.0000 Vlan300

Nov 19 12:05:25.509: IP ARP throttled out the ARP Request for 10.1.3.43

Nov 19 12:05:25.509: IP ARP: rcvd rep src 10.1.3.43 000d.5671.3cb1, dst 10.1.3.3 Vlan300

Nov 19 12:05:25.513: IP ARP: rcvd rep src 10.1.3.43 000d.5671.3cb1, dst 10.1.3.3 Vlan300

Why do I get the 'throttled' and the 'incomplete entry'?

I could not find an explanation for these messages in the online doc.

I know what the "incomplete entry" is : it means that you have broadcast an ARP request but you have not had a response yet, so the MAC address is still 0. But I don't know what the throttle is about. It happens pretty quickly, doesn't it. Do you see it for all ARP requests?
