level 15 read only access

I am in the security group and we do network scans on network devices and have to have level 15 read only access for our scans to run correctly and so that we may very configurations and settings. We have not ran into this issue until recently as some or our remote sites do not have TACACS and it is not an option at this time.

I need to allow level 15 read only access using only SSH on cisco switches 2900, 3500, 3700, and 6500 series switches all ASA 5500 series firewalls.
