Limiting bandwidth on internet router per IP.

Is there a way to limit bandwidth throughput on an in coming IP Address? We are currenly limiting all bandwidth usage on our firewall but some clients have to be on our edge network so bypass our firewall.

I have used commited access rates in the past on interfaces, but cannot see where I can use this on an incoming IP. Would it be possilble to create a subinterface and assign an CAR to that and use that as the GW or am I on the wrong track?

We have a 3725 With the Enterprise Plus IOS.

CAR can make use of an ACL to select the traffic to rate limit as follow:

rate-limit input|ouput access-group 101 ...

access-list 101 permit ip
