Network optimization and traffic matrix

I administrate a network whith an ATM / Frame Relay / TDM technologie.

I need to optimize all the nodes network (Ports and Slots occupied/total) and the traffic

network (traffic matrix).

Could you help me to find the best way to make the network optimization?
