OSA Express vs. CIP with IBM Mainframe running OS390 in sysplex environment

We are in the test phase of implementing VIPA and I'm wondering what the best practices are: e.g. Should this be implemented over the CIP or OSA Express? Currently the CIP is utilized for CLAW and CSNA and the CIP is Escon connected through a escaon director.
