Packet Tracer WLC and LAP issue

I been have a problem the WLC sometimes when try to connect with its ip 192.168.99.5 sometimes it request timeout and sometimes after closing the file opening it back up it works okay. And during the time it works the LAP received the CAPWAP status of the WLC wifi but I can't find the network in the wireless network list

I forgot I also wanted to config MAC filtering on the WLC but there's is no option to do so i can't check the checkbox for MAC filtering in the WLC GUI when I had access to it
