show ip sockets: what does "considered illegal" mean ??

Does anybody have a good explanation what Cisco means with the --Listen-- output in show ip sockets. The doc says that the IP address or the port is considered illegal. What are illegal addresses ? Is that multicast and research IP address ranges ?

As there are outputs for source addresses that are set to 0.0.0.0 I reckon that this address is not considered as illegal.

Can anybody shed some light on that topic? Any ideas are welcome.

It indicates traffic of protocols such as SNMP, BOOTP, etc.
