It's been a while, since I had a Cisco support contract also used for Cisco web access, but recall the contract number had to be "registered" with a Cisco user account. Otherwise, just having a contract support didn't allow contract level support. Further, contract number would be tied to contract support for contracted equipment. (NB: back when I did have such access [almost five years ago], I had, basically, access to any and all router/switch software, but also had registered my Cisco account with about half a doesn't support contract numbers.)
