Terminal Server issue

I have Cisco 4321 17.3.4 acting as a terminal server. Connected to a number of Catalyst 9000 series switches console ports.

Experiencing very strange behaviour when you use the connect host command and connect and log in to the target device the terminal server doesn't register any open connections or sessions

On the target device if you exit from the device it doesn't return to the terminal server. It sticks with the target device. Cannot find anyway to kill the session - the clear line command returns the response "% Not allowed to clear current line [OK]"

CTRL+SHIFT+6 X doesn't work

quit doesn't work

CTRL +C doesn't work

CTRL + ] doesn't work

 

Any ideas
