TFTP Fails in Management Station to Device Tool

cannot figure out why this fails, all of the others pass except tftp, any suggestions on were to look.

this is a brand new install, cd-one 5th edition, rme 3.4, campus manager 3.2, Dfm 1.2, RTM 1.4 on a windows 2000 server with SP2

If a hostname is entered instead of ip address, the program always does a name lookup to find out the address. The test will fail if it cannot find any address. For TFTP (availability test, port 69; device must be configured as a TFTP Server). This test sends a TFTP request to the TFTP port (69) of the destination device.
