Is there any way that I can throttle the bandwidth of an Ethernet interface to say 2mb?

There are two main methods for trottleing bandwidth, Generic Traffic Shaping (GTS) will attempt to shape bursty traffic to the profile you define whilst Committed Access Rate (CAR) will either mark or drop traffic above the profile.

Additonally you could also configure Class Based Weigted Fair Queuing (CBWFQ) to allocate bandwidth to different classes of traffic:
