Tunnel very very slow HELP

I have created a gre tunnel utilizing 2 2611 routers. I am experiencing very slow transmission speeds and packet loss. It so bad it is impossible to transfer anything. When i ping the through the tunnel i am receving about 25% packet loss.

I can access the network just fine without using the tunnel. Both locations have ADSL. I have read that the MTU might be the problem. I have tried changing the MTU on the client and server to 1476 and even tried lowering it to 1400 and still no difference. I know the tunnel is the culprit. Does anyone have any other suggestions or ideas?

perform a trace route from the physical interfaces of the tunnel Source & destination , This will give you all the hops you traverse . Then perform extended pings acroos each hop. This will isolate the problem link
