It seems that wrr and wfq almost do the same thing. What is the difference?

WFQ is a queueing mechanism whereas WRR assigns weights to different queues. Try this link: http://www.cisco.com/univercd/cc/td/doc/product/l3sw/8540/12_1/lhouse/sw_confg/8500qos.htm#37483

WRR is scheduling method that serves every queue with respect to their weights. Thus, one can allow more bandwith for high priority queues, also low priority queues are still served with low bws. WFQ does the same thing but in a more complex and more accurately way.
