"access-list 1 permit 192.168.1.0 0.0.0.255" and "access-list 1 permit 192.168.1.255 0.0.0.255" and "access-list 1 permit 192.168.1.128 0.0.0.255", are they the same(see wildcard mask) and I can use either way?

They are all the same. IN fact you will find that the router will automaticallty convert the last two to the format of the first one ...

With 192.168.1.0 0.0.0.255 you are telling the router not to care about any bit in the last octet. Hence, it doesn't matter whether your IP is set 192.168.1.0 or .128 or any other address in the last octet and it's all the same.
