Are IEEE 802.8 and FDDI the same thing? I know that FDDI is an ANSI, not IEEE standard, but what about functionally? Thanks.

I don't think so. They are different.
802.8 has something to so with Fiber Optic Technical Advisory Group
and FDDI is a LAN standard.
