Can I fully manage a 4210 running 4.0 without a management console. The documentation I have read is very unclear.
I want to be able to block and alarm specifically!!!
If I do require the IDS MC - what is the part number and where is the documentation?

you could use idm or the cli to configure the sensor. Either are capable of manually blocking. You could use the cli and show events I guess to watch the alarms...I am sure there is a better way but this would work

that's two points ,
if u want to config your sensor simply you can use CLI ,using
sysconfig-sensor command at the CLI .when u have sensor booted up.
if u want to manage your sensor u must use a manager like CSPM or vms cisco works .

hopefully there is various part numbers which can find each one maches u'r needs .
