8.2.5 to 9.11?

I went from 8.2.5 on a new ASA 5505 to 9.11 using the wizard.  The system went into a loop rebooting.   I deleted the software and the asdm and went back to 8.2.5.   What is the most stable ios that offers the most vpn, dmz features?

Are you missing any features in the 8.2.5 version? That is a stable and working version, an 9.1 introduces new features, which you my not need based on the description.

ASA 9.1(1) is a stable release. If your 5505 was continually rebootoing upon attempted upgrade, something must have been done incorrectly. Were you able to watch the console during this process and capture any errors?

To the broader question, I would advise any new installation of a 5505 to be at either 9.1(1) or the latest 8x release for that platform (currently 8.4(5)). Releases prior to 8.3 use the old NAT syntax and will only complicate things for you in the long term. With later releases you will have many new features such as identity-based firewall, IKEv2, etc.
