I would like to control user 's bandwidth in networking ? How can I do that

You have to describe your scenario in more detail. There are many different ways to do that, depending on the technology you are using etc

There are two major methods.

Policing, where you specify the maximum bandwidth something can use, and then discard excess traffic.

Shapping, like above, but you attempt to buffer excess traffic.

Then you get things like CBWFQ, where you specify the minimum amount of bandwidth certain types of traffic are to get.
