Can't Connect to VPN3015 via Internet and Cable Modem

I know this question has probably already been posted, and I will look for it, but if someone has a quick reference to an answer, I would appreciate the help.

Is there anything special that would cause users who connect over a cable modem to have problems connecting to a VPN3015? All of my users who connect from a home.com connection have the same issue; they make a connection but as soon as they start to get their network settings they get kicked out of the system. It’s almost as if the VPN tries to establish the tunnel and then they’re knocked offline.

The users are all using Dial-up Networking and connecting to the network via cable modem over the internet by just putting in the IP address. This works fine for me over my DSL, but cable modem users have no luck.

Some cable modems do not like UDP fragments and will drop the connections. If you are encapsulting it on UDP 10,000 and it is dropping while pushing the network list and banner then I would try making the banner smaller or consolidating your network lists so that your packet is under 1500 bytes.
