The Master communicates its state to the Backup devices. If the Master fails to communicate its status, VRRP tries each Backup in order of precedence. The responding Backup assumes the role of Master. So, you need to find a way to check for the communication of master concentrator's messages on back up devices to verify. Or else, you need to shut down the master to check if the other one goes up automatically
