define multiple outgoing rules for several diferent local IP

i have intranet with several router based on the company divison, i like to make some rules like this :

local-ip dest-1 dest-2 dest-3

10.32.16.xxx permit permit permit

10.32.16.yyy permit deny deny

10.32.16.zzz deny permit permit

what command that i should use ? is it access-list, outbound , or other command ?
