Distibuting bandwidth !!!

As a service provider we were received complaints from our clients that they are receiving only 20 - 30 % of promissed bandwidth.We have enough amount of BW available at our Cisco Router .Can anybody sujjest any solution.Our 3640 router is running with ISP enter prise erition....seeking help !

From IOS 12.0(1).T to 12.1(5a) and Cisco platform 2600-GSR,IOS feature has CAR,WRED,CB-WFQ,PBR.

In 12.1(5)T has NBAR feature.
