We currently have 3 small remote offices with dedicated lines connecting to our headquarters. The phone bills are enormous, but weve had to keep them because of the Internets reliability. Have the ISPs become more reliable, so we can get a VPN solution?

For this concern about telephone bill, I think you might have using dial up connection, so you need to switch over DSL technique or try to use E1 or T1 lines. As per your views VPN for the technology you can use for sharing your resources. But you have to consider about the medium and channels

Now the VPN technologies has L2TP,IPsec,MPLS-VPV.So you should ask your ISP what tech they could offer.The cisco router can provide all these feature.
As far as know,the IPSec is used for VPN tech in internet frequently.

But i think the MPLS-VPN will be deploied more and more.
