Common Criteria only issued EAL 1,2,3,etc.. never with + or -. The actual case are some products changed their system (version upgrade, patching), as the certification statement, they are no longer certified at that level.
Many vendor don't want loose their predicate so with marketing language, they said + (means with additional something since certified). And some of the said that it is advance than the certified one.
but the technically it is no longer certified (I thought)
