Firewall setting for windows 2000 domain server

This is a situation -

I am running windows 2000 server as a PDC.I want to connect a router for our dsl connection.This router must have a firewall. Firewall must have a configuration to filter users of the domain. For example, user A is not permitted to connect to a certain website or user B is not permitted to download any.

Filtering ip address inside the intranet is a bad idea because users will only move to other pc to access.

Any help?
