I enter the license get from cisco,BUT still can't find tools>instant update menu to update it ?

The Cisco version of the console does not include the auto-update feature. You will need to download the update from CCO, install it on the console machine (with the console agent in warning mode) and then set the new version to 'default' in the versions area of the console.
