How can I block the ICO traffic to outside?
Because, ICQ2000b can use any TCP ports even 80..

You are going to have to do some investigative work and find out the IP addresses. Keep in mind they might just use another instant messenger program once they discover ICQ isn't working. I have always thought it is better to just monitor the outbound traffic and deal with abusers on an HR level. As long as you have an established computer usage policy you have a basis for enforcing it if people get out of bounds. Take AOL for example, they have gone out of their way to try and make it difficult to block instant messenger. Do an nslookup on oscar.aol.com which is the instant messenger login server. Notice it doesn't return an IP address.

The only way I coul find to block ICQ is to change in the DNS the register on icq.com. Just put the localhost address to the icq.com.

install ICQ on your PC, debug the pix, watch what servers the connections go to, block all connections to these servers. this is what i have done with, AIM, MSN Messenger, Yahoo Messenger, etc.
