Are there SDK's available for IDIOM and/or RDEP for the IDS4.0?

Yes. The SDK is available below. Please keep in mind, the SDK is a set of specifications, not software.

While that URL does point to the RDEP specification, it doesn't seem to point to the IDIOM specification referenced by that RDEP spec. Is the IDIOM spec currently available?

IDIOM is not yet available on CCO. It is in the review process. Should be there in a few weeks.
