here is the proceedure i followed

ROUTER#copy tftp: flash:
Address or name of remote host []? 192.168.1.2
Source filename []? FDO224824PL_20220409063832016.lic
Destination filename [FDO224824PL_20220409063832016.lic]?
Accessing tftp://192.168.1.2/FDO224924PL_20220409063942016.lic...
%Error opening tftp://192.168.1.2/FDO224924PL_20220409063942016.lic (Timed out)

Steps to test :

1. what is the router IP address ?

2. are you able to ping TFTP Server 

3. what TFTP Server you using ( do you see any Logs) - make sure path of the file is correct.

4, make sure your TFTP Server running - PC has any FW ?
