I understand that if you have an external server for authentication you still have to create accounts on the local database to assign roles per user. What happens in a situation where the users account exists for TACACS but is does not exist on MARS local database?

The logon screen re-appears asking you to log into the system. It doesn't indicate anything different from a typical invalid username or password.
