Outside connection is open on PIX-515e

I am coming into a network that has had quite a few sysadmins. In the beginning, all PCs were to log into the proxy server to access Internet, but now it seems that anyone can. Trying to clamp down on network. Can you let me know what I need to change to get back to proxy server access?

One option is to use a split tunnel. This will give access using the bandwidth available on his connection to the internet. But here the internet access will be in clear text .
