Privilege mode using specific Global configuration commands

A Chairde,
Have a problem , I need to setup (NO)MONITOR SESSION commands for a group of people in my company to allow them to change monitoring ports , I have setup an account and privilege exec , but am having issues getting the global configuration commands to work.
This is only Global config command I want them to have access to, no BGP, Change Interface etc .....

Lads,
Just a bit of bumpage , was wonderin, if I have to give people Global access for them to use the MONITOR / NO MONITOR command, do not want them to have access to anything else , if possible ....

Generally, to start a new Switched Port Analyzer (SPAN) session, add or delete interfaces from an existing SPAN session, or delete a SPAN session, use the monitor session command in global configuration mode. To remove one or more source interfaces or destination interfaces from the SPAN session, use the no form of this command.
