we currently have a pix 515e firwall ( firmware 7.01) and are using isa server 2000 with surfcontrol plugin to authenticate users internet access via proxy. Is there a way that anyone knows to monitor individual user downloads with this setup as currently we can see the total bandwith usage on the pix but can't tell who is using the bandwidth.

The best way to monitor from ISA is the GFI Languard.
you can find it on isa.org website, but if you are using the pix and want to monitor your clients the best way is the websense . All you have to configure the URL server and filter option in pix. Websense give you the complete control and monitoring to check your clients at every step. Another tool is the to check the bandwidth is SOFTPERFECT BANDWIDTH MONITOR 2.3.

NTOP is a good OPenSource RealTime monitoring Tool.

Another good but commercial product could be:
