I have an Axis M7016 encoder which converts 16 analog camera streams to 4 channels with 4 cameras each with each channel having a separate IP address and one RJ45 copper Gb data link fro the whole encoder.
Various Axis drivers are able to authenticate against the device but not pull a video stream.
What is the process to get a third party driver added?

Have you given it a try with the ONVIF driver ? Long shot, but might work. According to the DS, the Axis should support it:

Also, check to ensure the encoder is on the most recent firmware.

I have tried all the encoder drivers, the onvif driver, and all the Axis camera drivers. The axis camera drivers authenticate but are unable to get a stream going. The encoder drivers fail with invalid username or password or timesync mismatch error. The Cisco onvif driver also fails with invalid username or password or timesync mismatch.
The encoder is on the most recent firmware: 5.51.2.3 - all four channels.
I created a camera local admin account on the encoder that I also use for the vsom configuration.
I used the same credentials for an account/profile for the camera ONVIF configuration profile, admin level access.
The encoder is also configured to accept credentials encrypted or unecrypted - though I do not have an encryption cert on it yet.
What is the process to get an encoder driver added?

I believe you'd need to ask your local Cisco Account representative how to go about getting a quote for the work from Cisco?
I'd be curious to know what kind of cost they would quote.

Correct response: ask my local Cisco Account representative.
The request for driver was submitted and reportedly accepted... and may be included as soon as the 7.9 build... slated for September 2016 at this point.
I do not think this implies any driver request will be handled like this. I assume some level of criteria is applied to the request: device popularity, Cisco competing product, friendliness of customer, etc.

When using the onvif driver, one must also set the camera resolution to low in the template.
I can now see the 1st of the 4 cameras on the channel. Switching the view in the encoder does not seem to impact the view being recorded. So, a partial solution.
