Duo for Windows Login ignores Authorized Networks

Duo for Windows Logon 5.1.1 on RDP server

I've added 1 public IP address for testing to a new Policy

The Policy Calculator shows that the Authorized Network policy will be applied

I log on to the RDP server but am prompted for DUO code

The Remote Desktop Gateway Manager shows that I'm logged on from that public IP

Not sure what's going on

If you enable debug logging for the Duo for Windows Logon client and reproduce, what IP does the log say it is sending, and is that covered by the addresses or address ranges you configured in your policy?
