E - means Excluded.
If you need to use the SW functionality of the Router, you need to have at least 2 devices in VLAN 2, so they can communicate on Layer 2.
So far, Port 4 is in VLAN 2, but the other ports are in VLAN 1.
Devices from VLAN 1 would not be able to communicate with devices in VLAN 2 on Layer 2.
If the modem is on the WAN port, then they also would not be able to communicate over Layer 2.
If you need the modem to be connected only to the TV box and use the RV Router as a Switch,
then have them both on two LAN ports with VLAN 2 untagged. This way they will be in the same broadcast domain and would be able to communicate on Layer 2.
However, if the same modem is responsible for the Internet access, then you won't have Internet in VLAN 1.
VLAN 1 will need to have a separate modem.

Thanks for your answer.
Below, I'll try to clarify my original post:
VLAN1: Several devices with internet access (port 1/2/3 + wireless)
VLAN2: TV box with direct connection to the modem (port 4: without routing)
The intention is to have SW functionality by the router, without the actual use of a switch between modem and router:
WAN (modem internet)
/
Switch function
/ /
VLAN 1 VLAN2
(PC's) (TV box)
How can I configure this (if possible) with the RV340W.

Probably you were not able to solve this, or did you ?
Tried now almost full day to get it configured... it is about having one LAN port in a VLAN, and switching directly yo WAN. No DHCP, No filewall, etc.
Otherwise, we WILL have to buy another (unmanaged) switch to be put between ISP modem and Cisco router to attach the TV coder.

Hello,
Ok... I found a solution...
You configure 3 ports to be part of one new VLAN (e.g. 5). (let us call them PortA, PortB and PortC
You connect the as follows :
Exclude this VLAN to all other ports, also disable DHCP, also disable administration
ISP cable -> PortA (instead of WAN)
Settop box (Telenet Digicorder) -> Port B
WAN -> PortC (so you will have a cable coming out of the switch PortC and connect it to WAN)
This seems to work perfectly !

This is my example.
Porta = LAN8 -> connected to ISP modem (Telenet modem)
Portb = LAN9 -> connected to settopbox (Telenet)
Portc = LAN10 -> connected to WAN
